When you move to an empty frame everything gets darker, which is a good way to indicate that the frame is empty but it makes the zoom/pan/rotate indication hard to see.

On a side note, it would be nice to be able to toggle this feature to only change the cursor in order to improve visibility overall.

Just to explain: I consider the “empty frame” to be still not existing. It’s only when you begin to draw in it that it pops into existence and goes white. Alternatively you can use Ctrl (PC) or Cmd (Mac) + Down arrow to make a real new frame (drawing). Then it is white right away. I didn’t consider that you would use the zoom/rotate/move tool on the empty frame. I do hear what you are saying though. It could easily be more visible. Noted! Thanks!
